Visa waiver reciprocity

Dear Ministry of Foreign Affairs and Trade,
As I understand under the Immigration Amendment Regulations in 1999 Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates were added to the list of visa waiver countries where they remain under the current legislation.
My first question is whether the New Zealand visa policy is based on reciprocity in general and my second question is whether the aforementioned countries, according to the information held by the Ministry, maintain reciprocal visa waivers for NZ citizens?
