Dear Ministry of Business, Innovation & Employment,
Building Code Clause C3.8 states the following:
c3.8 Firecells located within 15 m of a relevant boundary that are not protected by an automatic fire sprinkler system, and that contain a fire load greater than 20 TJ or that have a floor area greater than 5,000m2 must be designed and constructed so that at the time that firefighters first apply water to the fire, the maximum radiation flux at 1.5m above the floor is no greater than 4.5 kW/m2 and the smoke layer is not less than 2m above the floor.
Please provide the New Zealand Fire Service (NZFS) operational methods that MBIE relied upon which shows that the NZFS cannot respond to spread of fire via external fire fighting tactics e.g. water monitors, aerial appliances, etc, for new or existing buildings which do not meet Clause C3.8.
Please note I am asking for the information that MBIE relied upon to justify this clause, not what information the NZFS may have.

On behalf of the Ministry of Business, Innovation and Employment I acknowledge your email of 23 December 2016 requesting under the Official Information Act 1982 (the Act), the following:
