The Ministry of Education website provides guidance to schools on
 security, including security cameras (CCTV), on the following webpage:

With respect to privacy issues associated with CCTV in schools, the
 webpage directs schools to guidance provided by the Office of the Privacy
 Commissioner on CCTV:

The Office of the Privacy Commissioner also provides guidance to schools
 on the Privacy Act, including the use of CCTV, accessible here:

Schools do not require permission from parents to install CCTV. However,
 guidance from the Office of the Privacy Commissioner is that there should
 be notices about the presence of cameras, and policy guidelines in place
 about storage and access to the information collected.
 
Decisions about the use and installation of CCTV in schools are the
 responsibility of the school Board of Trustees and Principal.

Thank you for your further email of 7 October 2016 regarding CCTV in schools.
We are not considering developing policies and guidelines for the use of CCTV in schools. As mentioned in the earlier reply the Office of the Privacy Commissioner provides suitable guidance. Boards of Trustees are responsible for the use of CCTV in schools. We would only consider developing more detailed guidance if schools requested more guidance.
