Reports into the decision to withold disaggregate Crash Analysis System data
Richard Law made this Official Information request to New Zealand Transport Agency
The request was successful.
From: Richard Law
Dear New Zealand Transport Agency,
I would like to see any written reports over the period January 2015 - May 2016 that relate to the decision to stop providing public downloads of the data behind the Crash Analysis System. This data was for some time available as a series of CSV files that could be downloaded at https://www.nzta.govt.nz/resources/crash... until some point in 2015, at which points updates were missed and then all existing data was removed.
The requested documents should include, if relevant:
- Any Privacy Impact Assessments (PIAs)
- Advice taken from the Privacy Officer and/or the Chief Information Officer
- Advice from the Privacy Commission
- Other internal reviews and reports related to the decision
This request is being made because I have been told via email that the change to suppress publicly-available disaggregate information was made because "[The NZTA] have recently revised [their] privacy and confidentiality standards, and the crash information did not meet those new standards". I have also been told explicitly that a PIA was being conducted in February 2016, but have not been able to find this.
Yours faithfully,
Richard Law

Very happy with the response. It's great to finally have the rationale for the change clearly stated in public, and I think they've realised that in the future some period of warning should be given before changes are made to what may be considered operational datasets.
