Department of Internal Affairs

Dear Elijah.

Thank you for your request to the Department of Internal Affairs about data analytics and New Zealand government agencies.

At the broadest level we define “data analytics” as the analysis of data, which is something all government agencies undertake as part of creating official information and their day to day work. So that we can more specifically determine the information you require, we would like to work with you to further clarify your request. Can you please contact me at [email address] or on 04 494 5769 to discuss this. I look forward to hear from you soon.

Kind regards,

Dear Mr Anderson,

Thanks for the prompt reply.

The focus of my OIA request is on data analytics software. It means software that ranks or prioritises documents based on a human reviewed sample set.

This form of data analytics is also known as document prioritisation technology, predictive coding, or technology-assisted review. It is used in civil discovery to expedite the production of relevant documents.

To clarify further, I refer to the definition under Part 3, Schedule 9 of the High Court Rules. The provision provides that: "document prioritisation technology (predictive coding) means technology that analyses the decisions of a human review of a sample set of documents. The software then prioritises/ranks the remainder of documents based on the decisions made on the sample documents, which allows the most relevant documents to be identified first".

I hope this limits the focus of the OIA request. In the meantime, if you have further questions, please feel free to get in touch.

I look forward to hear from you soon.

Yours sincerely,

Elijah
