In response to their paragraph 7 (costs to be made available after the second referendum), I think they ought to rely more on 18(d) of the OIA.
Rather than wait for the Ombudsman, it would be better to send them a new request, asking for the total cost of the Flag Consideration Project, and reference their paragraph 7.
You probably want to be sure in your own mind what it is that you are actually wanting to know. For example, are you wanting to know the cost of the two referenda or the total cost of the project including the referenda? The largest component of the cost would have been the referenda.
