Thank you for your letter of 19 June 2026. To avoid the substantial collation concerns you raised, I wish to narrow my request to a single, specific item:
Please provide any formal briefing or decision paper that records the decision to adopt "Knowing and understanding," "Analysing and applying," "Evaluating and synthesising," and "Representing and communicating" as a consistent cross-curriculum capability framework at Phase 5, along with the titles (not full text) of any research or curriculum theory explicitly cited in that document as the evidence base for the four titles.
If you consider that a charge would apply to locating or providing this information, I would appreciate an estimate of that charge before it is incurred, so that I may decide whether to proceed, narrow the request further, or withdraw it.
I am happy to submit further requests on the other matters raised in my earlier emails (the design rationale for the structural difference from Phases 1–4, and the consultation/external expert input) once this initial request has been resolved, so as to keep each request manageable.
I note your comments regarding the volume of my requests. While I intend to continue exercising my rights under the Act, I am mindful of the time required to process these requests and will endeavour to structure them as narrowly as possible, as I have done here. I would be grateful if each request could continue to be assessed on its own merits.
