Dear Ministry of Social Development,

I am requesting the following information under the Official Information Act 1982.

I run Neuro Support, a Christchurch-based disability support service, and I am building an accurate picture of how Disability Support Services flexible funding is distributed across disability types.

For the 2023/24 financial year (or the most recent year for which figures are available), please provide:

1. The number of people who received flexible funding (including Individualised Funding, Enhanced Individualised Funding, Carer Support, and hosted Enabling Good Lives personal budgets), broken down by principal disability type.

2. The mean and median annual flexible-funding allocation per recipient within each principal-disability category.

3. The definitional basis used for the recipient count in (1): how a "recipient" is defined, and which service lines are included.

For context on point 3: I understand that a prior Official Information Act response from the Ministry, dated 8 May 2026, reported 39,705 distinct persons on flexible funding for 2023/24, while the Whaikaha Annual Report 2024 reports 30,517. I would be grateful if your response could clarify how the count provided here relates to those two figures, so the basis of each is clear.
