Dear Ministry of Foreign Affairs and Trade,

Pursuant to the Official Information Act 1982, I request the following information:

All correspondence, emails, briefing papers, meeting notes, or records of communication between MFAT officials and Helen Clark — in any capacity including but not limited to her roles as Chair of GAVI (the Vaccine Alliance), President of Chatham House, or as a private individual — regarding the pharmaceutical and medical devices provisions of the New Zealand-India Free Trade Agreement, during the period 1 January 2024 to 26 April 2026 (the date of signing).

All correspondence, emails, briefing papers, meeting notes, or records of communication between MFAT officials and any representative of GAVI (the Vaccine Alliance), the Gates Foundation, CEPI (Coalition for Epidemic Preparedness Innovations), the Serum Institute of India, AstraZeneca, or Merck & Co regarding the pharmaceutical regulatory provisions of the New Zealand-India Free Trade Agreement, during the period 1 January 2024 to 26 April 2026.

All internal MFAT briefing documents, risk assessments, or policy papers that address the implications of the FTA's pharmaceutical mutual recognition and GMP acceptance provisions (including acceptance of FDA, EMA, and UK MHRA approvals in lieu of independent Medsafe inspection) for New Zealand's pandemic preparedness or emergency vaccine procurement framework, prepared during the period 1 January 2024 to 26 April 2026.

Any advice provided to, or received from, the Ministry of Health or Pharmac regarding the pandemic preparedness implications of the pharmaceutical provisions of the New Zealand-India FTA, during the period 1 January 2024 to 26 April 2026.

Any submissions received from pharmaceutical companies, vaccine manufacturers, or industry bodies during the negotiation of the New Zealand-India FTA pharmaceutical provisions, during the period 1 January 2024 to 21 December 2025 (the date of conclusion).

If any information is withheld, I request that the grounds for withholding be specified with reference to the relevant section of the Official Information Act 1982.

I trust this request can be completed within 20 working days as required by the Act.
