Information Act 1982 (the Act) that has been transferred to the Office of
Hon Cameron Brewer. As per the transfer, you requested:

 

“Information requested:

 

A) Submissions relating to public sector and it's influence to the
Commerce Act reforms.

 

Please feel free to redact the particulars of the persons making the
submissions as I only would use the content for my research on the
regulatory reforms on private/public partnerships and it's impact on
monopolies & cartels.

 

Background

 

Consumers include tax & ratepayers become implicitly consumers of
commercial enterprises when the local councils assigns it's functions to
commercial entities.

 

Public sector (especially local government) through it's non-elected
executive alone can procure 10 year+ contracts (spanning multiple election
cycles) relying on single individual providers that can give an effect to
monopolies and encourage cartel behavior.

 

This also happens in revenue generating contracts where public sector
entity, solely through it's executive, effectively assigns it's revenue
generating function to a single private enterprise where the public entity
(with it's other similar contracts) now holds a monopoly over that said
function or public asset creating winners and losers through public
goodwill.”
