And relating to the 10 year contract pertaining "Metlink CCTV, audio installation &
maintenance services" awarded to Red Wolf Security Limited valued at $14M
I am surprised that such contract with such long contract life and high value is not made
proactively public and where there was no public consultation nor public documented
decision to add surveillance infrastructure in public spaces.

As side note - I would like to also mention that Go Media / Metlink Advertising is not included in
the strategy given this includes a cost to ratepayer in form of lost revenue due to revenue
sharing scheme.
My research here involves transparency in the conduct of public sector procurement
practices as well as disclosure of information regarding council expenditure, paired with the
societal costs of increased surveillance in the society pertaining to this infrastructure
investment by the council effectively paid by the ratepayer to the tune of 14M$ for unknown
benefit.

Greater Wellington’s response follows:
Your request has been assessed under the Local Government Official Information and Meetings
Act 1987 (the Act).
A) Current contract with Red Wolf Security Limited
Please refer to
attachment 1 which contains a copy of the contract with Red Wolf Security
Limited, subject to redactions where necessary under the Act under the following sections:
• 7(2)(a) in order to protect the privacy of natural persons, including that of deceased
natural persons; and
• 7(2)(b)(i ) in that release would be likely unreasonably to prejudice the commercial
position of the person who supplied or who is the subject of the information.
The personal information redacted relates to names and contact details for Red Wolf staff.
The information redacted under 7(2)(b)(ii) relates to commercially sensitive information that if
released would be likely unreasonably to prejudice the commercial position of Red Wolf.
When redacting under these sections we are required to consider the public interest in the
release of the information. We have considered this and do not believe that the public interest
outweighs our decision to withhold the information.
Where redactions have been made, we have noted the relevant section the redaction has
been made under.
B) KPIs with Red Wolf Security
The relevant key performance indicators (KPIs) are contained within the contract. Please refer
to the Key Performance Indicators as set out in schedule 5 of
attachment 1 at page 63.
C) Performance reporting from last FY
Greater Wellington does not hold formal maintenance reports or outage reports in the format
requested.

However, Greater Wellington does hold operational spreadsheet records relating to faults and
outages associated with CCTV and audio systems. Please refer to these in
attachments 2-3.
To the extent your request seeks formal performance reporting documents that are not held
by Greater Wellington, this part of your request is refused under section 17(g) of the Act in that
the information requested is not held by the local authority and the person dealing with the
request has no grounds for believing that the information is either—
(i)
held by another local authority or a department or Minister of the Crown or
organisation; or
(ii)
connected more closely with the functions of another local authority, or a
department or Minister of the Crown or organisation.
D) Public consultation about the use of CCTV and surveillance in public
transport
CCTV systems have been implemented progressively over time in response to operational,
safety, and security requirements across the public transport network.
Greater Wellington has not identified any standalone public consultation documents
specifically relating to the introduction of CCTV and surveillance infrastructure in public
transport.
This part of your request is refused under section 17(g) of the Act in that the information
requested is not held by the local authority and the person dealing with the request has no
grounds for believing that the information is either—
(i)
held by another local authority or a department or Minister of the Crown or
organisation; or
(ii)
connected more closely with the functions of another local authority, or a
department or Minister of the Crown or organisation.
E) Impact assessments relating to the Privacy Act, Bill of Rights Act and
Human Rights Act
Please refer to
attachment 4 which contains a copy of the Privacy Impact Assessment for our
CCTV network completed in July 2018.
To date, no standalone assessments specifically addressing the New Zealand Bill of Rights
Act 1990 or Human Rights Act 1993 have been identified.

We note we are not required to undertake Bill of Rights Act or Human Rights Act assessments.
Therefore, this part of your request is refused under section 17(e) of the Act in that the
document alleged to contain the information requested does not exist.
When refusing under this section we are required to consider consulting the requester. We

F) Documents provided to councillors regarding the outsourcing
arrangement and CCTV systems
CCTV arrangements have evolved over time and similar, installation and maintenance
arrangements have existed historically with previous providers.
Searches were undertaken to identify any reports, briefings, procurement papers, or decision-
making documents provided to councillors relating to the outsourcing arrangement and CCTV
systems. No relevant material was discovered in the searches.
This part of your request is refused under section 17(e) of the Act in that document alleged to
contain the information requested does not exist or, despite reasonable efforts to locate it,
cannot be found.
When refusing under this section we are required to consider consulting the requester. We
have considered this and do not believe consulting with you would change our response to
your request.
G) Objections raised by councillors
Greater Wellington could not locate any documents recording objections raised by
councillors against the outsourcing arrangement or the use of CCTV systems in public
transport.
This part of your request is refused under section 17(e) of the Act in that document alleged to
contain the information requested does not exist or, despite reasonable efforts to locate it,
cannot be found.

Greater Wellington could not locate any specific documents recording objections raised by
members of the public against the outsourcing arrangement or the use of CCTV systems in
