Moa Point-related council communications
I refer to your request of 19 March 2026 for the following information:
Please provide al the outbound communique as-is to all the stakeholder councils regarding the
Moa point failure, whether draft and / or final form. This includes briefings, reports, e-mails etc -
I remind that FOIA is not press release channel but pertains to official documents that you hold
and are obligated to release regardless as-is.
I apologise for the delay in responding to your request and acknowledge that Tiaki Wai has not met the
statutory timeframe set out in the Local Government Official Information and Meetings Act 1987 (the
Act).
To identify information within the scope of your request, an electronic search was undertaken using
combinations of Wellington Water sender addresses, relevant council email domains, the search term
“
Moa Point”, and the date range 4 February 2026 to 19 February 2026. The search results were
reviewed to identify outbound communications concerning the Moa Point incident that were sent or
otherwise provided to shareholder councils. The records identified as within scope are provided in
Appendix 1.
Some information has been withheld under the following provisions of the Act:
• section 7(2)(a), to protect the privacy of natural persons;
• Section 7(2)(b)(i ), to protect information where the making available of the information would
be likely unreasonably to prejudice the commercial position of the person who supplied or who
is the subject of the information; and
• section 7(2)(f)(i), to maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to members, officers or employees of a local authority
in the course of their duties.

Where information is withheld under section 7(2) of the Act, Tiaki Wai has considered the public
interest in release of the information being withheld and does not consider it outweighs the need to
withhold the information in this case.
