Official Information Act Request (Our Ref: OIA/0541)
I am responding to your official information request for the report from the independent
review of OPC’s public complaints and enquiries function (December 2025).
On 25 March I responded to your request and informed you that the report findings were
publicly available on our website.
Following my response, you confirmed that your request was intended to relate to the report
in full.
Response to your request for the full report
Having considered the request for the full report, I can confirm that your request is now
granted in part. However, your request is refused in part in relation to those sections of the
report marked as redacted on the attached copy under section 9(2)(a), section 9(2)(g)(i) and
section 9(2)(g)(i ) of the OIA.
Reasons for my earlier response
You have asked for an explanation of my earlier response under section 19(a)(i ) of the
Official Information Act.
Your request was as follows:
I would like to request a copy of the findings of this independent review. Presumably there
was some sort of final report available in PDF form which is what I would be after.
To explain, our initial scoping of your request assessed that you were seeking the report
findings and I did not make an earlier decision to withhold the full report. I have now made
that decision as set out above.
My earlier decision was to refuse your request for the report findings under section 18(d) of
the Of icial Information Act on the basis that those findings were publicly available from our
website. My apology for not clearly stating the basis for that decision in my earlier response.
As your request referred to the form in which you suggested the findings might be available,
I explained in my earlier response that the full report was not publicly available at that time.

I acknowledge that you expected our initial decision to relate to the full report and appreciate
your clarification.
Conclusion
Please note that if you are not satisfied with this response to your request, under section 28
of the Of icial Information Act 1982 you have the right to ask the Ombudsman to investigate
and review our decision on your request, however we would appreciate the opportunity to
discuss this with you first.
