I would like to seek for update on my request and any progress made, in particular to some of my previous questions.

1. May I ask when you plan to call for public nomination to established the panel and what is the term of reference of this panel. The pay rate for community member and chief referee.

2. Have you appointed the chief referee already? if not, when you plan to do it and when you plan to call for public nomination.

3. What is your timeline at the moment to implement this Local dispute resolution panels? Would you start from any region first?

Thank you for your email of 26 February 2026 to the Ministry of Education
(the Ministry) requesting for an update on your previous request for the
following information:

 

 1. May I ask when you plan to call for a public nomination to established
the panel and what is the term of reference of this panel. The pay
rate for community member and chief referee.
 2. Have you appointed the chief referee already? If not, when you plan to
do it and when you plan to call for public nomination.
 3. What is your timeline at the moment to implement this Local dispute
resolution panels? Would you start from any region first?

 

Your request has been considered under the Official Information Act 1982
(the Act).

 

The Ministry has undertaken preliminary policy work on the possible
establishment of dispute panels for schools. This has included the
development of initial advice to the Minister. While this work remains
live, it has been limited due to the prioritisation and sequencing of
other work across the Government’s wider education work programme.

 

Aspects of the dispute panel systems including nominations, pay rates,
timelines, and the terms of reference of the panel are still under active
consideration. We expect to provide further advice to the Minister on this
work in the coming months. Your request is therefore refused under section
18(g) of the Act, as the information requested is not yet held by the
Ministry, and I have no grounds for believing that it is either held by,
or more closely related to the functions of, another department or
organisation subject to the Act.
