Toll Road Administration Fees

Victor Corbett made this Official Information request to New Zealand Transport Agency

This request has an unknown status. We're waiting for Victor Corbett to read a recent response and update the status.

From: Victor Corbett

Dear New Zealand Transport Agency,

This request concerns the “administration fee” currently charged when an unpaid toll becomes a Toll Payment Notice, pursuant to the Land Transport (Administrative Fees for Recovery of Unpaid Tolls) Regulations 2008. Section 4 of those Regulations provides that the amount of the administration fee may be no more than is necessary to meet the actual and reasonable cost to the toll operator of recovering the debt.

Please provide the following information:

Process description

Please provide a step-by-step description of how an unpaid toll becomes a Toll Payment Notice, identifying which steps are automated and which require manual work. For any manual steps, please state which staff roles are involved and the average time spent per notice.

Cost breakdown for the $4.90 fee

Please provide a complete breakdown of the “administration fee” of $4.90, including all cost components (such as labour, IT systems, overhead, printing/postage, and any contractor or back-office charges) and the methodology used to calculate the per-notice cost.

Legal compliance documents

Please provide any documents, reviews, or assessments that NZTA/Waka Kotahi relies on to confirm that the $4.90 fee complies with section 4 of the Land Transport (Administrative Fees for Recovery of Unpaid Tolls) Regulations 2008, specifically the requirement that the fee reflect the actual and reasonable cost of recovering the unpaid toll.

If any part of my request is refused, please provide the grounds for refusal and the specific provisions of the Official Information Act relied upon. If the information requested is held in more than one document, I am happy for it to be provided in whatever document structure is most convenient to you, provided the questions above are clearly addressed.

Yours faithfully,

Victor Corbett
