Fol owing discussions with District Manager Vaughan Mackereth, Grey Lynn (261) and Parnel (251) will both receive Emergency One Scania appliances. Vaughan has agreed to
release both stations for training over an 8-day watch rotation, which can be conducted at either City Station or Mt Wel ington. However, given current timelines, it is unlikely that
both stations will be completed before Christmas, even if training commences immediately.
Manurewa (301) and Hamilton will receive Angloco Scania appliances. With only five trainers available from the project team, it is not feasible to train both stations
simultaneously. Our current capacity al ows for a maximum of two vehicles at any one time, and this may be further impacted by trainer leave commitments. Hamilton will
require the ful 2-day rol out package due to recent staff movements.
At present, we do not have confirmed rol out dates for the MAN Angloco fleet. I recommend that Train-the-Trainer sessions are completed first, fol owed by vehicle rol outs
across their respective districts nationwide. Until rol out dates are confirmed, further detailed planning remains chal enging.

I believe we are required to ensure that we do not mislead any party requesting information that
we are required to respond to.

For example, if an OIA question was “How many new appliances have been delivered to Fire and
Emergency in the last year?”, then I think most people would expect that question to mean how
many have been physically delivered to FENZ and it would include those that we have in service
ACT
and those that we don’t. I believe it would be misleading to ignore and leave out those that we
had received and taken delivery of in the literal, dictionary sense and therefore our answer to
such an OIA would be misleading at best if we did so unless we at least included our definition of
‘delivered’ in our response.
In the case of the Angloco MANs, it would simply not be true to say to an external party that we
have not taken delivery of any of these appliances. We can of course say that we have not
delivered any Angloco MANs to station.
INFORMATION
Therefore our choice in what numbers we report is affected by whether we can control the
wording of the question and/or control the text within which the numbers are being used.
I understand that when we are communicating internally e.g. to staff we will only include those
appliances that have been delivered to stations and are operational. This can be done because
we can control the communications and ensure that they are not misleading. When we are

communicating externally we may not be able to control the question we are being asked.
In this case I believed that the wording required us to include those appliances that we had taken

delivery of and contractually accepted. In future I will highlight any cases where I believe it would
be misleading or untrue to report only those appliances operational at stations so that

and figures on whether training has commenced and how many have had training finished

We committed last year to rolling out the Angloco MANS before Christmas to start training at
stations. This is a very high priority for us to complete, for the 15 we have accepted, and for the

5 pilot vehicles and SEM.
The intent was to start rollouts in the South Island for the 15. Megan has sent me a list of the
remaining fit out work to do for the trucks, which shows that the remaining fit out is small, and

could be done in the area by ICT and by our local fleet maintenance providers. (Attached)
Mike, we discussed sending the trucks and the fit out parts to their end destinations, last week.
However, there is still the alternative of sending out training trucks first, if that would get crews
trained faster, and moving them from location to location, followed by the final trucks.
Nico, I believe Manoj was working on the rollout plan? Please can you bring him back to the
project briefly to work with Mike and Ian to develop a plan of vehicle locations, timing to get
vehicles and remaining parts there to see how quickly we could do this? Can you also ask
Manoj to work with ICT on availability of resources for the cab electronics, please?

Mike, can you confirm to Manoj which of the 21 trucks are awaiting repairs, and planned
timings of them (or who inside with about timings)? Can you also please confirm with Manoj if
the Angloco pilot is ready to go, and where it needs to be sent - I’m assuming if Auckland

Yes, I agree with the key goals, which align with our priorities. It's very important that we
firstly get the benefit of the money invested so far in these vehicles by putting them into
use.
Secondly, it's then important for us to seek to recover costs, starting with costs that we
have actually incurred as an organisation. I acknowledge that may not be in cash, and we
may not get enough to fully cover our costs incurred. However at present we have quite a

bit of money invested in the trucks which we are not able to use, so focussing on getting
them into service including resolving existing faults, has to be the first priority.

1. The foam modification program with White Brothers for trial over the coming few days.
2. Approved all warranty repairs and ordered all required parts
3. Engaged with TSL and Transmech to fully understand the remaining PDI work on the final
13 trucks

5. Requested the shipping and CPI calculation sheet which we anticipate having to hand over
night tonight
6. Have a review of the contracted warranty arrangements underway and anticipate having
guidance to you over the weekend
Working under good faith to progress required actions however very keen to understand timing for
the endorsement of the proposed agreement by the CEO?
