Why do rural pathway students not get MbChb tutorials?

Currently waiting for a response from University of Otago, they must respond promptly and normally no later than (details and exceptions).

Dear University of Otago,
It has come to my attention that all other pathway students at UOO get tutorials in the MbChb program except for the rural pathway students.
Why?
Is this something that could please be rectified.
