Why does a B.Ed. from India not meet core knowledge requirements for NZ curriculum?

Dear New Zealand Qualifications Authority,
I hope you are doing great. I wish to seek clarification on the degree assessment of a B.Ed. from India. The two-year B.Ed. that is done after graduation is designed to educate teachers for teaching grades 6-12 in India, equivalent to Years 6/7-13 here in Aotearoa.
What prevents teachers from teaching grades 11-12 (equivalent to NZ Years 11-13) is that they do not have a subject-specific Master's degree. For example, if someone is an English teacher, but they do not have an MA (English), they can not teach the last two years of high school. However, there is no such requirement in New Zealand. It must be noted that the student teachers pursuing a B.Ed. follow the same curriculum and attend the same classes and do the same assignments irrespective of whether they have a subject-specific Masters. So, in my opinion, the Indian B.Ed. does meet the core knowledge requirements of NZ ITE (Secondary).
Could you kindly clarify why the assessment says otherwise?
