Why does VUW not publish median, average, and quartile statistics for each test?

I am writing to request information under the Official Information Act 1982.
Could you please explain the issue regarding the release of test marks? Why does the university not publish the median, average, and quartile scores for each test, as the University of Auckland and other universities do?
