Kia ora James

Thank you for your request made under the Official Information Act 1982
(OIA), received 7 February 2025. You requested:

1. What was the average amount of time it took for student to pay off
their loan in 2005, 2010, 2015, 2020 and 2024?

2. How many borrowers paid back their loans in the above years compared to
the active number of borrowers at the time?

3. Please provide the average time it took in the above years to pay back
loans for each tertiary institution type eg. university, polytechnic,
private, two different types.

4. If possible, please provide the average time taken by qualification
level eg. certificate, diploma, Bachelor’s, etc.

5. What is the the average time for students to pay off their loan when
they have not borrowed any student living costs compared to any student
living costs borrowed?

6. What is the average student living cost borrowed by students in the
above years?

7. What was the average tuition cost in the above years?

8. What was the average amount collected from wages in the above years?
Please note where any policy changes were made that would affect these
numbers eg. Interest free loans, threshold changes.

We are seeking clarification of your request.

Question 1 – We are interested in understanding the approach you would
like us to take on this question. The student loan annual report (linked
below) reports on the median amount of time taken to re-pay their loan,
but bases this on those borrowers who have finished studying in those
years (ie, had no new loans in the subsequent year) and when they had a $0
loan balance. We would not be able to provide information for the 2024
year as we do not have that information yet.

Questions 2 and 8 - The information requested in questions 2 and 8 can be
found in our Student Loan Annual reports here: [1]Student Loan Scheme
Annual Reports | Education Counts Can you please respond with confirmation
that you wish to withdraw this portion of your request. If you do not
withdraw, we will have to consider refusing this part of your request
under section 18(d) of the OIA, which applies when the information is
publicly available.

Questions 3 – 7 – These questions are more closely related to the
functions of the Ministry of Education (MOE), Inland Revenue is currently
consulting with MOE to determine if we can transfer these questions to
them, for response.

We look forward to hearing from you as soon as possible so that we can
provide you with a timely response.

Please note that as per section 15 (1AA) of the OIA, if a request is
amended or clarified after the date on which it is received, Inland
Revenue may treat the amended or clarified request as a new request for
the purpose of calculating the maximum statutory timeframe for response.
