I believe these documents to be readily to hand as there has been extensive recent coverage of this issue in media and so must be readily available. 20 working days is not a minimum, it is a target for response... if these documents are readily to hand there should be no delay in releasing them.

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act 1982 (the Act), as consultations are necessary to make a decision on
the request are such that a proper response to the request cannot
reasonably be made within the original time limit.
You can now expect a response to your request on, or before, 5 December
2024.
