Dear Associate Minister of Immigration,
When assessing a 'bona fide applicant' is the phrase "incentives to return home' still being used as a basis of assessment.
Reasons being: Internal Administration Circular No: 13/09 - 25. states:
The phrase 'incentives to return home' has been used previously to summarize several personal circumstances affecting a person's application; however, this is not refered to in immigration instructions and should not be used as a basis of assessment.
