Age Profile of NZ Population with each COVID vaccine dose over time

Chris Johnston made this Official Information request to Health New Zealand

This request has an unknown status. We're waiting for Chris Johnston to read a recent response and update the status.

From: Chris Johnston

Dear Health New Zealand,

Please provide machine readable datasets in csv format that shows the total number of people by age and gender enrolled with the NZ health system that are vaccinated with a specified number of COVID vaccine doses from 1 Jan 2020 through to the present day as at the end of each calendar month.

Where a person dies in a particular month then they would not be counted in the subsequent month as being enrolled in the NZ health system – and therefore not be included in the counts in each dataset after that month.

Please provide the dataset specified below for the people who received at least 1 dose (including those people who eventually had more than one dose), then another extract of the dataset for those people who have received at least 2 doses, another for “at least 3 doses”, a 4th dataset for “at least 4 doses” and a final dataset for those who have received 5 or more doses.

The columns of the dataset would be expected to include:
1) Date: Date at the end of the month with the earliest date being 31 Jan 2020. That is, the first year of data will give a baseline of variation by month that subsequent years that included the vaccination programme can be compared to and is expected to be mostly zero for each dose dataset.
2) Age: Age from birth as at the end of the month. 0 is the age up to 364 days, 1 is from 1 year to 1 year and 364 days etc. The highest age category should be 100+
3) Gender: Male/Female/Unknown or Other
4) Number of People: Count of the population of people under the care/enrolled in the NZ public health system who are vaccinated with the dose number specified (eg 1+, 2+, 3+, 4+, 5+) of any of the COVID vaccines. The number in this column will change based on the variation in the enrolled population, the aging of the vaccinated each month and deaths. If a subsequent dose is received the person will still be counted (eg a 2 dose person will still be counted in the "1+" dose dataset from the point they receive their second dose).

Once a query has been written for one month, it should be able to be rerun for each subsequent month on a programmed loop - minimising the effort involved.

Cell obfuscation:
a) Where a cell is <5 people please populate this with "<5" for confidentiality.
b) True zero cells should be shown - or at least not included in the dataset and not marked as <5. Please state which method has been used.

Please do consult as early as possible if there are any issues or questions.

This is similar in intensity and effort to previous OIAs for data that Health NZ has successfully responded to.

Yours faithfully,

Chris Johnston

Tçnâ koe Chris

Thank you for your email of 17 June 2024, asking for the following

This email is to let you know that Health New Zealand | Te Whatu Ora needs
more time to make a decision on your request.

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 19 July 2024.

This extension is required because the the volume of information is such
that a proper response cannot reasonably be made within the original time
limit.

If you have any questions, please contact us
at [1][email address].

If you are not happy with this extension, you have the right to make a
complaint to the Ombudsman. Information about how to do this is available
at [2]www.ombudsman.parliament.nz or by phoning 0800 802 602.

From: Chris Johnston

Dear hnzOIA,

Thank you for your reply and the datasets.

In the file "Copy of RT 611 Summary JRS.xlsx" it states in cells C2 to D3 that the data was extracted on 1 June 2024 at 13:47.

This conflicts with the statement in cell B20 that the date range for the data extraction included 30 June 2024, and the fact that the dataset contains data for June 2024.

Can you please clarify the date and time of the extraction and resupply this file when a correction has been made.

The importance of this extract date is so that we know how many days after the end of the month of June 2024 the dataset was created when comparing to other data extracts made from HealthNZ's systems. Over time this helps us assess completeness and the best time to request these datasets.

My expectation is that since this is a correction to the OIA this will not take the full 20 working days to complete.

Yours sincerely,

Chris Johnston
