Thank for your Official Information Act request of 11 June 2024, made through FYI, requesting copies
of Kāinga Ora – Homes and Communities policies relating to the application, selection, and vacating
processes for tenants at the Waitapu Apartments, located at Te Matawai, Auckland.
Waitapu is a 13-storey apartment building within the Te Matawai complex, located at 139 Greys
Avenue, Auckland. Te Matawai is a new mixed tenure housing approach, which offers a mix of private
and public housing rental properties across three apartment buildings.
The Waitapu block houses 76 homes which are available to the private rental market as non-public
housing. Some of these homes are currently rented to the Temporary Accommodation Service, a
temporary support run by the Ministry of Business, Innovation and Employment (MBIE) for those who
have been displaced from their homes damaged by civil defence emergencies.
Kāinga Ora manages the housing at Te Matawai, including Waitapu, however a leasing agent has
been contracted to assist in the marketing and selection process.
A policy has been developed for non-public housing management and private tenancies, as well as a
process to manage the application to sign-up for non-public housing. The policy for ending a tenancy –
customer initiated has also been provided. These three documents have been provided to you, with
out-of-scope information removed. Names of staff members have also been withheld under section
9(2)(a) of the Act, in order to protect their privacy.
Under section 28(3) of the Act you have the right to seek an investigation and review by the
