Increase in registrations

Dear Ministry of Transport,
I received the renewal of the rego for our truck in late September 2023.
Included is a note advising that there will be an increase in Vehicle fees.
Our truck is due to expire on 31 October.
When I went to pay for this renewal the new fees are added.
My Account states $414 the web site demands $478.
Please explain how and account sent to me for $414 can demand $478.
Surely the new fees should apply to the 2nd November 2023.
There has been an error applying an increase for an account already submitted to the client.
This matter is urgent as there are a lot of trucks etc out there for renewal.

Thank you for contacting us about the changes to our fees.

 

Recently Waka Kotahi undertook a review of all regulatory funding, fees
and charges to see if the money we receive for doing our work covers the
cost of doing the work.  The review included a stocktake of all our
services to understand our true costs.  We established how much it costs
us to do our work as regulators, and to monitor the agents, individuals
and companies we use to do some of this work (like AA, VTNZ, and your
local mechanic).

 

The review found the money we receive for our regulatory work doesn't
cover the costs of doing it, and that some people and companies are paying
more for services than they should, some less and other are not paying at
all.  

 

After public consultation on changes to funding, fees and charges in 2022,
recommended changes were approved by Government in April 2023.  Changes to
regulations were approved and came into effect from 1 October 2023.  These
changes will make sure Waka Kotahi is properly resourced to regulate the
Land Transport system.

The reminder you received in September included the fee you would have
been charged before the regulations came into effect on 1 October 2023. 
It also should have included further information regarding the changes
which were also published on our website and advertised on social media.
 I apologise for any inconvenience this has caused but all fees changed 1
October 2023 regardless of expiry date.

Clearly this man has not understood that once an account has been sent and received the amount cannot be changed, No amount of consultation, lack of funding makes this action legal.
An account was sent for an amount to be paid when I go to pay it it is another amount.that is the problem.
Please address
my complaint.

Dear Complaints Escalation,

What you do not seem to understand when the account has already been sent and received the amount is set. The renewal notice states one amount that is what we have to pay. When I go to the Transport Agency to pay the amount is different. Your excuse that you need more money is not the answer. There is a correct process and you have not followed it.
All accounts sent out in September are set before the increase Only accounts sent out after 1 October are subject to your increase.

Thanks for the email.

The reminder notices are automatically generated and are just a courtesy to remind you that your registration is due to expire soon.

The reminder notice for rego renewal you received was for the amount you would have paid before 1 October 2023. This date and the change in fees would have been mentioned in the note you advised you received. Regardless of the expiry date of your vehicles rego, the fees have changed as at 1 October 2023 and the full amount is payable.
