OIA: 1317719 – funding allocated to the development of Te Reo Mâori

 

Thank you for your email submitted through the FYI website of 11 September
2023 to the Ministry of Education (the Ministry) requesting the following
information:

 

Please provide me with the total amount of funding allocated for the
development of Te Reo in your ministry and affiliated organizations since
the beginning of the new government in 2020, along with a breakdown of how
this allocated funding has been utilized or distributed.

 

Your request has been considered under the Official Information Act 1982
(the Act).

 

We have interpreted your request to be in relation to funding allocated to
the development of te reo Mâori, this may include a number of different
areas of funding such as funding provided to either Kura, infrastructure,
learning support, or PLD.

 

We are providing you with information in regard to the Ministry of
Education in the below response. If you require further information
regarding other Education agencies subject to the Act, please contact them
directly.

 

The Ministry does not allocate funding specifically to the development of
te reo Mâori. We are refusing the aspect of your request regarding funding
allocated towards the development of te reo Mâori under section 18(e) of
the Act as the information requested does not exist.

 

In response to your request for a breakdown of funding, in order to
provide this information, it would be necessary to create a new analysis
of raw data. The Act only applies to information that is already held by
agencies, and there is no obligation on the Ministry to create information
in order to respond to a request. I am therefore refusing this aspect of
your request under section 18(g) of the Act, as the information requested
is not held by the Ministry, and we have no grounds for believing that it
is either held by or more closely related to the functions of another
department or organisation subject to the Act.

 

The Ministry’s Annual Review provides an annual breakdown of the
Ministry’s spending throughout the financial year. This covers all aspects
of the operational running of the Ministry. In the annual review you can
find a number of different sections that provide information regarding the
development of the te reo Mâori, such as PLD, training courses, group
sessions, and funding towards material such as licenses or books. We note
that although some items have been captured in the annual review as
development of te reo Mâori, there is no cost code in our systems that
allows us to determine the exact spend towards for this category. As such
we cannot confirm that the annual review is a complete encapsulation of
the development of te reo Mâori at the Ministry.
