Thank you for your email of 26 March 2023 to the Ministry of Business, Innovation and Employment (MBIE) requesting, under the Official Information Act 1982 (the Act), the following information:

"I would like to know for the COVID-19 Response Recognition Award:
• how many applications or nominations for individual awards you have received
• how many you have approved; and
• how many you have declined.
Also, for the how many applications or nominations for organization/community group awards you have received, how many you have approved and how many you have declined."

We would like to apologise for the delay in responding to you in a timely fashion.

We had intended to transfer your response to the Department of Prime Minister and Cabinet (DPMC) in the first instance, who is the lead agency for the COVID-19 Response Recognition Award. MBIE regularly reports its award distribution figures to DPMC.

We do note, however, that DPMC does not hold MBIE’s declined figures or total registrations; as such MBIE will now provide you with a partial response from MBIE’s perspective only.

As such, your request has now been transferred to the DPMC because it is more closely aligned with the functions of DPMC. Section 14(b)(ii) of the Act allows me to transfer any request that is believed to be more closely aligned with the functions of another department, organisation or Minister of the Crown.

Moreover, this is because the information you have requested is not entirely held by the MBIE. Section 14(b)(i) of the Act requires me to transfer any request where the information is not held, but is believed to be held by another department, organisation or Minister of the Crown.

You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at http://www.ombudsman.parliament.nz/ or freephone 0800 802 602.
