Clarification of Hutt City Council response

This is a request for information under the Local Government Official Information and Meetings Act 1987.
I have received the following response to a LGOIMA request to Hutt City Council:

This response makes reference to the responsibilities of Greater Wellington Regional Council. However, the reply as it stands is very confusing and does not appear to answer the questions asked. Could you please clarify what involvement the GWRC has with consents or monitoring of the dumping of material at 1044 Coast Road Wainuiomata. Does GWRC consider the dumping of fill into an apparently currently dry riverbed (a historical part of the meandering Wainuiomata River) to be turf farming or mineral extraction?
