Information requested includes:

The information requested includes measurement of any selected:

CROSS SECTIONS
Information requested includes drawings showing typical cross-sections of the cycle way at the
following locations:
•
The Rail Over-Bridge (not at the viewing area),
•
Gravel beaches including the 1.8m chain link fence and the 1.2m ecological screen,
•
Gravel beach including the 1.8m chain link fence and the 1.8m ecological screen,
•
Rock revetment including the 1.8m chain link fence.
It is acceptable for these cross-section drawings to be pdf files if the drawings include a scale or
dimensions.
CYCLE WAY MARKINGS
Inspection of the on-line artists impressions (eg. Tahataharoa) include painted markings that are likely
to be interpreted as demarcation between cyclist and pedestrian “lanes”. If the drawings already
requested do not include details of the painted markings then:
Please provide details of the painted road markings, specifically including the widths of the “lanes”.
The documents fal ing within scope of your request are outlined in the Document Schedule appended
to this letter. My decisions on each aspect of your request are outlined below.
Project Governance
The names of those responsible for the Ngā Ūranga to Pito-One section of Te Ara Tupua are as
follows:

I am withholding the identities of external contractors under section 9(2)(a) of the Act. This section
allows for the withholding of information in order to protect the privacy of natural persons. I do not
consider there are any other factors which would render it desirable, in the public interest, to make this
information available.
Safety In-Design Register and Safety Design Audits
In accordance with section 15 of the Act, Waka Kotahi has decided to grant your request for the copies
of the Health and Safety in Design Register (HSID), Road Safety Audit – Consenting Stage
(Documents 1 and 2). These documents are currently being prepared for release and wil be made
available to you no later than 3 February 2023.

The names and details of external parties wil be withheld under section 9(2)(a) of the Act. Some
information wil also be withheld under section 9(2)(g)(i) of the Act in order to maintain the effective
conduct of public affairs through the free and frank expression of opinions of officials.
Project Drawing List, Plan View, Cross Sections and Cycle Way Markings
The design on general arrangement plans is at nominal y 30 percent completion. In general, the
design includes tactile delineation and the ‘Niho Taniwha’ artwork graphic to mark transition of the
path into different environments (e.g. entrances into Ūranga and bottom of bridge ramps).
The path marking design is under development in consultation with Waka Kotahi experts, Mana
Whenua, cycle groups and the disability sector and is subject to change prior to finalisation of the
design. The material available on the Waka Kotahi website wil be updated to reflect the final path
marking design at a later date.
Please note that the detailed design of the Ngā Ūranga ki Pito One section of Te Ara Tupua ranges
from 30-90 percent completion and is stil undergoing development at this time. As such, the
information is subject to change prior to completion of the project.
Waka Kotahi understands that there is a strong public interest in making this information publicly
available and has therefore decided to publish the remaining documents (Documents 3 and 4) on its
website. I am therefore declining these parts of your request under section 18(d) of the Act as the
information requested wil soon be publicly available.
Due to the large quantity of information requested, more time is required to col ate and prepare the
information for release. Please note that some information may be redacted under the provisions of
the Act. We anticipate that this information wil be published by the end of February 2023. Once
published, the information wil be publicly available on the Te Ara Tupua project page at:
www.nzta.govt.nz/projects/te-ara-tupua/. Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
withhold some information and refuse parts of this request. The contact details for the Ombudsman
