Kia ora Jai,

Thank you for your request under the Official Information Act 1982 (the
Act) to Manatū Hauora (the Ministry of Health) on 30 November 2023 for
information regarding the production of a publicly available New Zealand
Government document titled: Communications approach for COVID-19
disinformation, online harms and scams. Please find a response to each
part of your request below:

Could you please provide evidence used to support the production of this
document:
[1]fyi.org.nz/request/20984/response/79271/attach/4/Release%20document.pdf

In particular that the following are true:

Covid was not manufactured in a lab

We do not accept the premise of this part of your request. While the Act
allows New Zealanders to ask Manatū Hauora and government agencies for
information, it is not a vehicle to engage in a debate with Manatū Hauora
about the Government’s response to the global COVID-19 pandemic.

There is no requirement under the Act for agencies to create new
information, compile information they do not hold, respond to hypothetical
questions or, as in this case, provide or prove an opinion.  The Act does
not support requests where statements are put to agencies and Ministers
for response, couched as a request for official information.  Therefore,
this part of your request is refused under section 18(g) of the Act on the
grounds that the information is not held by Manatū Hauora and we do not
consider it to be held by any other agency subject to the Act.

The benefits of the Pfizer vaccine for children outweigh the risks for
them

A copy of a study evaluating the COVID-19 vaccine in children 5-11 years
of age is publicly available at the following link:
[2]www.nejm.org/doi/full/10.1056/NEJMoa2116298. In addition, the quality
and clinical evaluation reports of COVID-19 vaccines applications received
by Medsafe are publicly available here:
[3]www.medsafe.govt.nz/COVID-19/status-of-applications.asp.

The media is independent and trustworthy

As mentioned, while the Act allows New Zealanders to ask Manatū Hauora and
government agencies for information, it is not a vehicle to engage in a
debate. Therefore, this part of your request is refused under section
18(g) of the Act on the grounds that the information is not held by Manatū
Hauora and we do not consider it to be held by any other agency subject to
the Act.

The vaccine has no side effects That these were all scientifically studied
and proven

There are some side effects associated with COVID-19 vaccines. All side
effects associated with COVID-19 vaccination are reported to the Centre
for Adverse Reactions Monitoring (CARM) and monitored by Medsafe who
releases the data. This includes side-effects relating to heart
complications. More information about COVID-19 vaccine side effects can be
found here: [4]jamanetwork.com/journals/jama/fullarticle/2776538. The CARM
database provides New Zealand-specific information on adverse reactions to
medicines and vaccines. CARM monitors and analyses the database for the
identification of new signals, or important patterns, clusters or unusual
events or practices that could have significance for medicine safety and
prescribing practices in New Zealand. All findings by CARM are closely
monitored by Medsafe. Additionally, all data held by CARM is periodically
reviewed by Medsafe and/or the Medicines Adverse Reactions committee. This
may result in further investigation and/or formal review which can lead to
emphasising or changing relevant prescribing advice or other regulatory
actions aimed at ensuring the safety of medicines registered in NZ. More
information about CARM can be found here: [5] nzphvc.otago.ac.nz/carm/.

Under section 28(3) of the Act, you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
contacted by email at: [6][email address] or by calling 0800
802 602.
