Could you please tell us the process to re-open withdrew application (which was due to the changes in immigration policy and increase of income threshold back in 2019)

Many people who applied EOI for parents and withdrew because they didn't meet the higher thresholds (which never got implemented as Parent category was put on hold) but were meeting these new income thresholds. They all have lost the spot even though they have been waiting for so long for this category to open. These people have gone back in the queue even if they have reapplied (is it possible to link the old application number and give them the old spot back if they have re applied) before 12/10/2022. if yes please do let me know the process.
