Kia ora Paul,

Thank you for your request for official information received on 12 October
2022 for:

“Under the Official Information Act would you please provide all Pfizer
supplied documentation about their Covid-19 vaccine product (BNT162b2)
that relates to studies, trials, or tests demonstrating the efficacy of
their product with respect to reducing person to person transmission.”

Manatû Hauora (the Ministry of Health) does not hold any information
supplied by Pfizer relating to your request. As such, your request is
refused under section 18(g)(i) of the Official Information Act 1982 (the
Act) as the information requested is not held by Manatû Hauora and there
are no grounds for believing it is held by another agency subject to the
Act.

For the Pfizer vaccine, there is a substantial body of research available
about its ability to reduce the number of infections (and the subsequent
effect on transmission through reduction of infection). This data has been
monitored by

Manatû Hauora and is publicly available on the Ministry’s COVID-19 Science
News page:
[1]www.health.govt.nz/covid-19-novel-coronavirus/covid-19-resources-and-tools/covid-19-science-news#variants.
Please note that this information is not supplied by Pfizer.

Although the vaccine effectiveness against infection reduces over time, an
effect does persist for a period after vaccination (for example it is
estimated 50% of infections are prevented at around 4 months after
vaccination for individuals aged 18 to 59 years). Effects on onward
transmissions (that is, the ability of a vaccinated person to transmit on
to other people) substantially more challenging to measure (and the
results harder to interpret) there are far fewer studies. The limited data
that are available for Omicron on onward transmission after infection (all
vaccines, not limited to Pfizer) are available on the Ministry’s COVID-19
Science News page. It should be noted that data for vaccine effectiveness
(against infection and onward transmission) for variants prior to Omicron
have been monitored since trial data were first released by Pfizer in
2020. Vaccine effectiveness against infection was generally higher for
previous variants than for Omicron.

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
contacted by email at: [2][email address] or by calling 0800
802 602.

If you have any queries related to this request, please do not hesitate to
get in touch.
