Thank you for your email of 27 August 2022 to the Ministry of Education
requesting the following information:
All relevant documentation pertaining to the recent contract negotiations
between the MOE, Blind Low Vision NZ and BLENNZ for the provision of
Braille and related education materials to blind students in New Zealand.
The period I am researching is from early 2019 to the preset [sic] day.
Your request has been considered under the Official Information Act 1982
(the Act).
Your request for information is being refused under section 18(a) of the
Act, as, by virtue of section 9(2)(j), there is good reason for
withholding the information to enable a Minister of the Crown or
any public service agency or organisation holding the information to carry
on, without prejudice or disadvantage, negotiations (including commercial
and industrial negotiations).
As a result of New Zealand signing the Marrakesh Treaty in 2020, the
Ministry was required to go to open tender for the provision of accessible
format material (AFM) services. This open tender process did not result in
a contract being awarded.
The Ministry subsequently extended Blind Low Vision NZ’s existing contract
until 30 June 2022. During that time, a more comprehensive service
specification was determined.
To ensure continuity of service, the Ministry has entered into short-term
agreements with BLVNZ and BLENNZ to provide AFM and operate the Youth
Library. This is a transition period, and contract negotiations for the
longer-term provision of AFM after this transition period are continuing.
