Third party check no timeframe

Hello Sir/madam
I am writing to request some information regarding my SMC file and then RV2021 file which are waiting for a Third party check. I have added some real life facts just to clarify my points.
My name is Parmod Kumar and I have applied for SMC in Aug 2019. After a long wait ,i got case officer in May 2021,And then my file sent for Third party check in June 2021.Now i have applied RV2021 visa on 1st dec2021 and my RV2021 application is waiting for a third party check as well.Everytime i asked for an update on my files,only reply ,i got is pending third party check with no timeframe which is not very satisfactory.
While it has been almost 29 months now ,waiting third party to check my SMC file, applying for RV2021 doesn’t make any sense because I am afraid I will have to wait again for long.
While INZ is promising to process all applications faster,why my single file is taking so long to get any outcome from Third party check.My queries are
1.Why does a third party check don't have any fixed processing timeframe in today's corporate world?
2.Why applicants waiting for SMC third party check sent again for the same check,not considering that the applicant is already waiting this long for a third party check.
3.Is this third party short staffed and not working closely with INZ, why is there no action to reduce processing time of third party checks so far,or is it not necessary.
Some facts
1.when I applied for my SMC file,we were expecting our first baby.My baby is 2 year old now but no outcome on my third party check.
2. We all have faced so many lockdowns, covid variants, but no third party check outcome till now.
3.While all the people applied after me getting approved just in days,I am still waiting for third party check outcome which has no timeframe.
Your clarification regarding my queries will be appreciated.

The Immigration Instructions at A5.1 requires that all visa applicants
must be of good character, and not pose a potential security risk. If any
person included in the application fails to meet the necessary character
requirements and the character requirements are not waived, the
application may be declined. Part of the character assessment can include
a National Security Check (NSC) and a New Zealand Police Check (NZPC),
which are third party checks.
If it is determined that a third-party check is required then the relevant
information is gathered and referred to the appropriate government agency,
the New Zealand Security Intelligence Service (NZSIS), or the New Zealand
Police (NZ Police) for processing.
The processing timeframe for a third-party check can vary. This can range
from weeks to months and is naturally variable as it involves assessment
of individuals whose circumstances are all different.
It is a requirement that each visa applicant meets the relevant character
requirements with each application, which are set out in the instructions
at A5. This means that new third-party checks may need to be requested
when an individual submits a new or subsequent application.
