Dear Public Service Commission,

Could you please:
1) Outline the activities undertaken so far this year in seeking a new Chief Executive for Oranga Tamariki.
2) Provide the number of candidates considered so far, along with
a) a demographic breakdown,
b) a summary of the reasons appointments have no been made (e.g. the number who applied who did not have appropriate experience, the number who have been made an offer and turned it down), and
c) the phase of the recruitment process that candidates reached (e.g. number shortlisted, number interviewed).
3) If any candidates did reach either negotiation or offer, either (appropriately anonymised) please provide documents outlining why an appointment was not made, or provide a summary of the recollection of the people involved of why the appointment was not made (if no written record has been made to date or if the written record does not capture the full explanation).
4) All documents which support an understanding of the process undertaken to date. Including, for examples, briefs provided to executive search firms, descriptions of the role and key criteria provided to candidates.

Can I please clarify two things
1) I am not entirely sure from your response. Are you saying that the only activities undertaken this year in seeking a new Chief Executive are appointing Sir Wira Gardiner and the current advertisement. That is, nothing was done for roughly seven months.
2) From your answer it appears no candidates have been considered. Is that correct?

Thank you for  your follow up email seeking clarification of our response
to your earlier OIA request relating to the Chief Executive of Oranga
Tamariki role. 

 

In January 2021, the Public Service Commissioner announced that he had
appointed Sir Wira Gardiner as the Acting Secretary for Children and Chief
Executive of Oranga Tamariki from 1 March 2021.

Recruitment for the substantive position of Secretary for Children and
Chief Executive of Oranga Tamariki is currently underway. Advertising
commenced on 27 August 2021 and applications close on 19 September 2021,
after which time applications for the role will be considered.

Are you saying that other than the two activities in your original response and your follow up yesterday - the appointment of Wira Gardiner and the advertising commenced in August - no other activities have occurred this year?

Good morning LB

 

For all Chief Executive role recruitments a number of actions are
completed before roles are advertised. For example,  reviewing/updating
the position description for the role, preparing information for
advertising the role, engagement of a recruitment and/or assessment
agency, engagement with responsible Ministers, identifying interview panel
members, and planning timeframes for the appointment to progress through
appropriate Cabinet committees.

 

Is this the level of detailed information you are seeking??

This is not a new enquiry, it was due on 24 September.

On 29 August I made a simple request which included an outline of all activities undertaken this year to find a new Chief Executive for OT, information about candidates and documents related to this process. You never provided the outline of activities, you may not have provided the documents or information about the candidates.

Please confirm that you will respond completely to this by this Friday, 15 October 2021. At that point you will have taken 35 working days to respond, an unacceptable delay of 15 days.

Thank you for your response. For certainty, can you please confirm one thing.

Is it correct that no activities were undertaken in seeking a new Chief Executive for Oranga Tamariki in February to June this year?

This is not a new request, I just want to confirm that you have completely and accurately responded to my request of 29 August. I ask because the statement by the Public Services Commission on 22 January 2021 said "A recruitment process will begin shortly to appoint a permanent Chief Executive." So it is surprising that you have provided no activities occurring in the following five months,

As part of our standard succession planning, the Commission is regularly
undertaking activities to identify possible successors to chief executive
roles, including Oranga Tamariki. This is separate from active chief
executive recruitment processes. 

 

As we identified in our earlier letter to you, as an acting chief
executive had been appointed to Oranga Tamariki, no specific activities
relating to a recruitment process were underway in the period you have
identified.  All activities undertaken for this recruitment are outlined
in our earlier response to you.
