Dear Ministry of Social Development,

I request the following information under the Official Information Act 1982:

With regard to Student Allowances Regulations 1998 and subsequent amendments, specifically Clause 2 - Interpretation, parental income clause, extracted as:

'parental income means, in relation to any person who is a parent in any tax year nominated by the chief executive as a relevant tax year for the purpose of assessment,...'

1. Please clarify which tax year is nominated as relevant to a particular calendar year of study;
2. Please advise as to which tax year was nominated by the Chief Executive as relevant to tertiary study in 2014 and if not, why not;
3. Please clarify as to if and where this relevant year is gazetted;
4. What guidance is given to tertiary institutions as to the nominated relevant tax year.
