Tony Hay - OIR No. 9 – 47 Purkiss Street, Springlands

Tony Hay made this Official Information request to Marlborough District Council

The request was refused by Marlborough District Council.

From: Tony Hay

Dear Marlborough District Council,

Please see Information posted in Tony Hay OIR No. 1, 2, 3, 4, 5, 6, 7 and 8 before proceeding.

My name is Tony Hay and I am the owner, along with my wife, of 42 Lakings Road, Springlands, Blenheim.

Late last year the Marlborough District Council removed a large gum tree on Council Road reserve, the berm, to the right of 47 Purkiss Street, Springlands. The tree stump was subsequently “ground down”. The tree had been the subject of a number of complaints to Council.

My Questions

Did the Marlborough District Council get an arborist report for the tree at 47 Purkiss Street and if not why not?

Did the Marlborough District Council undertake a targeted survey of local residents (plus a general public notification) seeking feedback on the tree in question. If not why not?

Finally, what were the reasons for Council to remove the tree?

Yours faithfully,

Tony Hay

I refer to this and indicate the information I received on this one for
questions 1 and 3 is as follows:

The Tree Policy provides guidance under Removal of Trees where it is shown
that disruption or damage to essential services, including footpaths and
overhead or underground services, could be affected.  An assessment by the
arborist confirmed that removal was the best solution for this particular
tree given the tree was having a direct impact on the underground services
and access to the property at 47 Purkiss Street.

For question 2 reference is made to Tree Policy 6.2.6.  The Tree Policy
provides guidance on consultation with the community when a removal may be
considered.  In this case Council did not conduct a targeted survey of
local residents seeking feedback on the tree in question.

You ask ‘why not’ – the answer is covered in the second paragraph.

This completes the request.
