MIQ voucher for NZ seafarers working overseas

Response to this request is long overdue. By law Maritime New Zealand should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Maritime New Zealand,
In regards to IMO declaring Seafarers are key workers and NZ signing the same.

Then how come NZ seafarers working overseas are refused entry into NZ because of the impossibility of getting a voucher at short notice due to the very nature of being a seafarer?

Why has MNZ not followed the Protocols outlined above even though they have agreed to Seafarers as Key workers?

A very simple solution would be to allow NZ seafarers working overseas to Board a plane " with out a MIQ Voucher" by producing their Seamans Book and / Or crew list.

It is nearly impossible to get Voucher at short notice and due to the nature of crew changes nearly impossible in current COVID crisis.
I Have also written to MBIE but need to understand why MNZ has not followed the Protocols as per IMO even though being a signatory?

Dear Maritime New Zealand,

What requests have been made to MBIE who manage MIQ by Maritme New Zealand in regards to meeting obligations as "seafarers are key workers" by being a signatory to IMO circular letter (4204/add.35)
What dates and what advice was given to MBIE.for Maritime NZ to meet its obligations?

How does a company apply for a voucher in MIQ for a returning NZ seafarer as per MLC requirements in which the company must arrange repatriation due to the very nature of being a seafarer and not rely on the seafarer to apply individually as not possible due to the very nature of being a Seafarer?
