Proposed Corrections Facility at 240 Rangiuru Road, Ranguri, Western Bay Of Plenty - Multiple Questions concerning Ministers Advice By The Department

Dear Honourable Minister Davis

Firstly, congratulations on your reappointment as Minister of Corrections following the recent election.

As you will be aware, the Department of Corrections is establishing a facility at 240 Rangiuru Road, Rangiuru, Western Bay Of Plenty. Unfortunately, the Community as usual has found out through the "back-door" at the eleventh hour and fifty ninth minute. It is yet another sad example of Corrections failing to communicate with the Community in a timely manner despite, the fact that we know, from Council records activity has been underway for at least twelve months or more.

I apologise in advance for the number of questions but that is a direct reflection of the Department for which you hold Ministerial responsibility complete failure to communicate with the local community to date.

In connection with that, can you please advise:

1. What date Corrections advised you that it was intending to establish a facility at 240 Rangiuru Road, Rangiuru?

2. What date Corrections advised you it intended to open the facility?

3. What dates Corrections advised you it had consulted with the Community and who it consulted with relating to those dates?

4. When Corrections told you that Tapuika Iwi Authority did not support the proposal to establish the facility?

5. When Corrections told you that The Iwi Authority whilst supporting the Kaupapa in relation to the facility had offered an alternative location which was dismissed out of hand by Corrections.

6. What Corrections has told you in regards to all Community engagement it has had with all sections of the Community?

7. What criteria were used by your Department for which you hold Ministerial responsibility for selecting 240 Rangiuru Road as their site of choice?

8. What advice has been given to you by the Corrections concerning the number of elderly, unwell and frail residents of Rangiuru Road as regards to the arrangements Corrections will have in place to guarantee their safety, mental and physical well being?

9. Why the Department of Corrections asked Kainga Ora to purchase the facility on their behalf instead of purchasing it themselves?

10. Given the very real overcrowded housing situations that a number of houses in Rangiuru face (several sadly are in a dire situation) why Kainga Ora / Housing NZ is not using this as a "self care" environment for local families in real need instead of just individuals nominated by Corrections?

11. What advice Corrections provided you with as regards housing Gang Members at the faciltiy and having approved visitors who are Gang Members?

12. Why Corrections waited for the Community to contact them before they put out a very high level "fact sheet", noting, that this is not a question Corrections are ever likely to answer
with integrity?

13. Why Corrections already has a preferred service provider for the facility (Manaaki Support Services) but there has been no dialogue with the local Iwi or Hapu concerning this provider and that provider coming onto the Rohe to provide services?

Again, I apologise for the number of questions but The Department of Corrections has clearly not engaged the local Community in a timely manner when they knew over a year ago what they proposed to do; it is rather an indication of the local Community concern for our Kaumatua, Kuia, all elders who reside in Rangiuru Road, the unwell, the overcrowded, families doing it very "tough" in this area.

We look forward to you response noting please that we have made several OIA submissions to different Government Departments involved, emailed questions to Corrections and that we absolutely do not want oral answers from Corrections given, Corrections track record of no one actually being held accountable when it goes wrong. We need written answers with a named individual who can be held totally accountable when the inevitable happens despite the risks having been highlighted to Corrections.

information under the Official Information Act 1982 (OIA):

·         What date Corrections advised you that it was intending to
