Pursuant to the Official Information Act, I request the following records in the possession of the New Zealand Institute for Plant and Food Research Limited:
1) The pedigree of the pepino (Solanum muricatum) varieties Hortquador and Hortcolomb.
2) To the extent not provided in your reply to item #1, the passport data for each germplasm accession in the pedigree of Hortquador and/or Hortcolomb.
3) The pedigree of the tree tomato (Solanum betaceum) variety "Sweeten" (also called "Tango").
4) To the extent not provided in your reply to item #3, the passport data for each germplasm accession in the pedigree of "Sweeten".
I request these records in electronic format and would like to correspond by e-mail in relation to this request.

Dear Roger Bourne,
It does not appear that I precisely fit any of the five categories of requesters that you specify.
My request is made in course of research on plant varieties undertaken for Third World Network (TWN), an independent non-profit international network of organisations and individuals involved in issues relating to development, developing countries and North-South affairs.
TWN is based in Malaysia and has offices in Switzerland, Uruguay, and Ghana, and cooperates on a regular basis with NGOs and individuals in many countries, including New Zealand.
Although it would be possible for me to have the same request resubmitted through the fyi.org.nz website by a New Zealand resident, that seems to me to be something of a hollow formality.
As it is my understanding that the OIA does not require you reject my request, it is my earnest hope and request that you will proceed with its processing and offer a prompt reply.

Dear Mr Hammond, I have considered your initial OIA request and subsequent email request, which I hope you will understand is a little different from other requests we receive. Plant & Food Research is owned by the Crown on behalf of New Zealand and is obliged to act for the benefit of New Zealand at all times. This includes ensuring that information held by our Institute is managed and shared with such benefit in mind. Generally the absence of direct knowledge that collating and releasing information outside the provisions of the OIA would meet this test, or the absence of a relationship which implies benefit to New Zealand in us collating and releasing information, would preclude us from doing so. However, noting that information of the type you have sought would, prima facie, be available to a person who made a valid request under the OIA, I am now liaising with colleagues to determine what information may be available to meet your request. Records from the period your request covers are stored in hard copy format and thus are not straightforward to search. I will be in touch with an update by this Friday, November 22nd.
