kauri dieback areas.

 

You asked:

“As you probably know Dr Bruce Burns from Auckland University's Botany
department has a longitudinal study of kauri dieback running in the
Waitakere Ranges. It was established in 2012 and has the potential to
answer many of the questions you want answered. Is he being denied access
to his plots in the Waitakere Ranges ?”

 

The controlled area notice and closures means that Dr Bruce Burns (and any
other researcher) requires a research permit to access some of his plots
that are in closed areas. Access to the historical plots can be officially
granted through this process so the answer is no, he is not being denied
access.  

Please note you have the right to request a review of this decision from
the Ombudsman.

Thank you for your follow-up questions about research access to kauri
dieback areas. 

 

Under specific circumstances necessary for park management (such as pest
control) or for advancing research that will benefit our future
management,  we can provide permission for entry into closed forest
areas.  The Controlled Area Notice put in place by the Ministry of Primary
Industries (MPI) is more focussed on the controls required for open
areas.  Closure of the forested areas in the Waitakere Ranges has been
done by Council using its powers as a landowner under the Local Government
Act.

 

Council and the Department of Conservation can give permission to their
respective areas and not each other's controlled area notice. MPI is also
listed as an authorised person under the Biosecurity Act has the powers to
inspect, examine and give directions with regards to the controlled area
notices.

The time taken to process and the cost of the application depends on the
nature and complexity of the application.

 

Conditions, including the duration of the permit and the area covered will
be dependent on the location and information provided in the application

How long does it take to get a research permit and what is the process,
how long does it last, how large an area can it cover (e.g. all the
Waitakere Ranges ?), what conditions are typically imposed and what does
