[FYI request #9239 email]
Dear Mr Robinson
Request for information 2018-374
I refer to your request for information dated 12 December 2018, which was received by Greater
Wellington Regional Council (GWRC) on 12 December 2018. You have requested the following
information:
1. Can I please have all information you hold on public transport related (for all modes run by,
part of, contracted by, organised by, etc Metlink) injuries for December 2016 through to now. For
example but not limited to: raw numbers, statistics, incident reports, investigations, etc
2. Can I please any reports, actions, educational materials, decisions etc which relate to improving
safety, developing a safety culture in Metlink and sub contractors, which were created since
December 2016 or produced earlier but are still current
3. Any information you hold about how successful any of these safety initiatives have been since
December 2016
4. What Metlink's sub contractors obligations are to have a safety culture in their organisations and
what the ongoing training requirements are for the sub contractors staff are around safety. What
obligations do the sub contractors have to provide Metlink with safety incidents?

On 30 January 2019, GWRC invited you to meet with an Officer and clarify the information that
you are seeking. Subsequent to this email, we wrote to you on 31 January 2019, extending the
timeframe to respond to your request on the basis that we needed to consult with you to clarify your
request for information, and accordingly, a response to your request could not be reasonably made
within the original 20 working day time limit. We provided you with the contact details of the
Officer working on the request. However, we have not heard from you to clarify the information you
have requested.
As today is the date which GWRC requested an extension to respond to your request, GWRC’s
decision follows:
The information has been withheld under section 17(f) of the Local Government Official
Information and Meetings Act 1987 (the Act) on the ground that the information requested cannot

be made available without substantial collation or research. We do not consider imposing a charge
or would enable us to process your request without adverse impact to GWRC’s operations.
Here is a guide published by the Office of the Ombudsman for requestors.
Please note that this refusal does not prevent you from making a new request for information in the
future. We recommend you clarify your request. Alternatively, as suggested in our email to you, we
would be able to arrange a time for you to meet with an Officer in the Public Transport Group to
discuss any new request.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Act.
Yours sincerely
