I refer to your request for information dated 20 January 2019, which was received by Greater 
Wellington Regional Council (GWRC) on 20 January 2019. You have requested the following 
information: 
“Thank you for the response dated 21 December 2018 to LGOIMA request 2018-348: I appreciate 
the information supplied. 
 
With reference to the information not supplied, I clarify/modify/repeat my request as follows. 
 
Items 1 and 2, Metlink Branding Manual and Guidelines: Auckland Transport has its Transport 
Design Manual online at https://at.govt.nz/media/1976153/at-tran..., and I request the equivalent 
information held by GWRC. 
 
Item 4, Schedule 2 agreement details: I now request just the following Appendices (or their 
equivalents) for all bus units other than Unit 8, and the equivalent information for rail and ferry 
units: 
 
1 Bus route specifications 
2 Bus unit timetables 
3 Route directions: public routes 
4 Route directions: school routes 
5 Bus unit termini, facilities and layover spaces. 
 
Item 5, Working Timetables: I am referring to the documents of that name referenced in paragraph 
3.32 of Schedule 3, and I repeat my request, and for the equivalent information for rail and ferry 
units. 
 
Item 8, Equipment Operations Manual: I repeat my request for the equivalent information for rail 
and ferry units.”

GWRC’s response follows: 
Items 1 and 2, Metlink Branding Manual and Metlink Brand Guidelines 
The document included in the link you have provided (https://at.govt.nz/media/1976153/at-
transportdesignmanual-2018compressed.pdf) contains the Auckland Transport’s draft signage and 
wayfinding design manual. In your previous request number 2018-348, you requested copies of the 
Metlink Branding Manual and Metlink Brand Guidelines as referred to in the Bus Contracts section 
of the GWRC’s website at http://www.gw.govt.nz/bus-contracts/.    
GWRC has developed a comparable Metlink Wayfinding & Signage Guidelines. However, similar 
to the Metlink Branding Manual and Metlink Brand Guidelines, releasing the information contained 
in the Metlink Wayfinding & Signage Guidelines would be likely to expose the Metlink marketing 
collateral to improper use. This information has therefore been withheld in accordance with section 
7(2)(j) of  the  Local  Government  Official  Information  and  Meetings Act 1987 (the Act) on the 
ground that withholding this information is necessary to prevent the disclosure of the details or use 
of the Metlink’s marketing and branding collateral for improper gain or improper advantage.    
Item 4, Schedule 2 Agreement details  
Attachments 1 to 4 are four compressed files that contain copies of the following information in 
Appendices 1 to 5 of the Schedule 2 of the bus partnering contracts for all bus units 1 to 15 and 18.

4 Route directions: school routes 
5 Bus unit termini, facilities and layover spaces 
Please note that some of the information in these documents has been subject to contractual 
variations since commencement of the new bus contracts, as network improvements have been 
rolled out. This means that the information will not match our published service timetables on 
Metlink’s website, which are up-to-date with the latest changes.  
Item 5, Working Timetables 
The working timetables as defined in Schedule 1 of the bus partnering contract are propriety of the 
bus operators. The propriety working timetables are withheld under section 7(2)(b)(ii) of the Act on 
the ground that releasing this information would be likely unreasonably to prejudice the 
commercial position of the person who supplied or who is the subject of the information.   
We have considered whether the public interest in the requested information outweighs GWRC’s 
need to withhold certain aspects of the requested information. As a result, we do not consider that

the public interest outweighs GWRC’s reason for withholding parts of the document under the 
grounds identified above. 
Attachments 5 and 6 contain the working timetables for rail. 
The ferry services have not been transitioned to the Public Transport Operating Model (PTOM) yet 
and GWRC is still negotiating the contracting arrangement for ferry services with the Operator. 
Therefore, GWRC does not hold equivalent working timetables for ferry services. This information 
is refused under section 17(e) of the Act on the ground that the document alleged to contain the 
information requested does not exist. 
Item 8, Equipment Operations Manual 
No equivalent Equipment Operations Manual was developed for rail and ferry. This information is 
refused under section 17(e) of the Act on the ground that the document alleged to contain the 
information requested does not exist. 
If you have any concerns with the decision(s) referred to in this letter, you have the right to request 
an investigation and review by the Ombudsman under section 27(3) of the Act.
