I have sent you an invite to Balance of Payments and Gross Domestic Product lock-up briefings next week.
Can you please let me know if you want to attend?
And please acknowledge that you have read our strict security rules, as below.
In short- leave your phone at the door and no contact with the outside world till the embargo is lifted at 10.45am.
In detail:
The briefing typically starts at 10am. Media are asked to arrive a few minutes early, so they can sign in for building
security.
* Mobile phones need to be placed on the table at the entrance of the briefing room and stakeholders must sign
in before they receive their copy of the documents. Phones should be turned off or put on airplane mode.
* If media bring a laptop, we can provide a USB data stick with a copy of the release and data tables. Please ask.

* Some people use wireless cards to transmit data from laptops. These should be treated in the same way as cel
phones and can't be inserted into laptops until 10.45am when the embargo will be lifted. These should be left at
the door.
* No-one may leave the room after the door is closed. If a reporter needs to leave for an emergency then they
must be escorted.
* If the building has to be evacuated all documents and cell phones will be placed in a brief case. People will be
escorted out of the building and reminded of their obligation of not breaching the embargo.
Any breach or attempt to breach an embargo during a lock-up is treated extremely seriously.

Hi all,
On Thursday 20 September at 10.45am, Stats NZ will release Gross domestic product: June 2018 quarter. To
ensure the integrity and independence of official statistics, they are embargoed until 10:45am on the day of
release.
For this release, Stats NZ are offering a pre-release briefing at parliament for relevant Minister’s offices. The
pre-release briefing will take place from 10.30-10.45am on 20 September 2018.
Stats NZ’s embargo conditions apply at the pre-release briefings. All attendees are to remain in the
meeting room until 10.45am. No-one attending the briefing may use devices with a transmitting
function until 10.45am. Laptops and tablets must be turned off, or on flight mode – meaning
wireless, Bluetooth, and cellular communications must be turned off. These restrictions ensure equal
access to information for all. This is, everyone gets the same information at the same time.
Please note that this briefing will take place in the Meeting room 2.025 – the door will close for the briefing
to comment at 10.30 Please ensure attendees arrive before then.

Here’s the statement we are going to put out on our website and send direct to media, for your information and
sharing as appropriate:
Government Statistician Liz MacPherson says there are “absolutely not” any hints to anyone, including the
Prime Minister, before the release of economic growth figures from Stats NZ.
“Stats NZ has strict embargo rules about tier one statistics such as gross domestic product. These figures are
market sensitive and are never given to anyone in advance of the release day.”
“There is a short formal briefing for relevant government ministers in the hour before the release time of
10.45am on the day, but that is under strict embargo lock-up conditions,” Ms MacPherson says. “Even then
ministers are not al owed to communicate the information to anyone else before 10.45am”.
