Official Information Act (1982) Request
I write in response to your Official Information Act Request dated 3 April. You requested for the
disclosure of the following information:

Please provide a copy of any and all information (including but not limited to emails,
memoranda, letters, briefing papers) that Counties District Health Board has sent to the
Minister of Health and the Ministry of Health regarding the state of Middlemore Hospital's
infrastructure.
Your request is very broad in scope, making a response administratively complex.
We would like to take this opportunity to explain our process of communication with the Ministry of
Health. Each year, we submit a number of statutory documents to the Ministry of Health, including our
Annual Plan, Annual Report, and Statement of Performance Expectations.
All our statutory planning documents, including Annual Plans and Reports are available to the public on
our website, at the following link:

This gives you access to current, as well as historical documents, including the Strategic Assessments,
and Statement of Performance Expectation documents. These documents are communicated to the
Ministry of Health, and cover major structural concerns relating to the buildings you have mentioned.
Some of these documents signal our capital intentions about to facilities maintenance and development.
In the main, these issues regarding capital investment requirements will be submitted to the Ministry of
Health and / or Treasury, and then to the Capital Investment Committee.
We also completed and submitted an initial Long-Term Investment Plan (LTIP) in 2016; and are working
with the Ministry and Ministers to finalise and release the current Northern Region Long-Term
Investment Plan, which will be available soon.
CM Health does not routinely correspond directly with the Minster of Health or their office. CM Health’s
statutory processes and reports are communicated to the Ministry of Health, who advise the Minister
of Health on range of topics, including DHB matters.
