Dear Cody C,
I refer to your email of 26 October 2017 requesting under the Official Information Act 1982 (the Act),
the following:
1.
the total number of transit only passengers that passed border security (i.e. transit
passengers that did not pay the levy but entered NZ anyway)
2.
the total number of transit-only passengers that DID NOT pass border security (i.e.
transit passengers that remained only in transit
Our Response
During the period 01/07/2012 - 30/06/2017 there were 271 transit passengers who presented to
Border officials, requesting entry permission, which was refused.
Immigration New Zealand, through its Border Operations function, is tasked with facilitating
legitimate travellers across the border. Transit passengers remain in the airport without clearing
customs and immigration controls, and do not enter New Zealand. As such Immigration New
Zealand does not maintain records in this regard.
Your request is refused in reliance on section 18 (g) of the Act as the information requested is not
held by the Ministry or Minister of the Crown and I have no grounds for believing that the
information is held by another department or Minister of the Crown or organisation; or connected
more closely with the functions of another department or Minister of the Crown or organisation.
You have the right to contest the decision to refuse information by seeking an investigation and
review of that decision by the Ombudsman, whose address for contact purposes is:
