I refer to your request for information dated 14 March 2017, which was received by Greater
Wellington Regional Council (GWRC) on 14 March 2017. You have requested the following
information:
“
Can I please have a copy of the Fare Box Recovery calculations that the GWRC used to
create the figures in Table 1 and to support the position in the draft 2017/18 draft annual plan
that "that the overall targets can be met without the need for a fare increase in the 2017/18
financial year." ?
I understand this information is held in electronic form and I would prefer it was provided to
me in it complete and original electronic format.”
GWRC’s response follows:
Attached are copies of the farebox recovery calculations that GWRC used to create the figures
in Table 1 of the Council report 17.45 dated 21 February 2017, and to support the position in
the draft 2017/18 annual plan that no fare increase was required for the financial year 2017/18.
As requested, we have provided you with calculations used by GWRC in its complete and
original form.
Attachment 1 is a copy of the calculations used by GWRC for farebox recovery compliance
for the financial year 2015/16.
Attachment 2 is a copy of the data and calculations used for farebox recovery compliance
review and projections. In this document, the cost estimate information relating to the contract
for rail in the Wellington Region has been withheld in accordance with section 7(2)(h) of the
Local Government Official Information and Meetings Act 1987 (the Act) on the ground that
withholding the cost estimates is necessary to enable GWRC to carry out, without prejudice or
disadvantage, commercial activities.
We have therefore, provided you with this information in two formats:

Attachment 2a: is an electronic copy of the spreadsheet (with the cost estimate
information relating to the contract for rail in the Wellington Region cells deleted) in a
format that gives the formulae

Attachment 2b: is an electronic copy of the spreadsheet (with the cost estimate
information relating to the contract for rail in the Wellington Region cells deleted) in a
format that gives the figures but does not give the formulae behind the figures
Please note that with these formats the following changes will happen in Attachment 2a:
• Values in the 'Summary' at the bottom of the worksheet 'Ess Expenses' are affected.
This has occurred because the formulae in that part of the document rely on the
redacted values in the columns above. Please note that the formulae will still able to be
seen in the formulae bar.
• Some tables have formulae that use values from other worksheets. Where there is a
link between worksheets, the totals and subtotals in the worksheets with formulae will
be incorrect as some may require data from the redacted cells. Please note that where
data has been deleted from cells, the value of the cell becomes zero.
The farebox recovery ratios are calculated for individual modes and for the entire network.
The projected user contribution rates are also provided as per the Long Term Plan (LTP) along
with the farebox recovery projections.
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do not
consider that the public interest outweighs GWRC’s reason for withholding parts of the
document under the grounds identified above.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Act.
