Request for information 2016-023 – follow up
As requested, we have provided you with calculations used by Greater Wellington Regional
Council (GWRC) in its complete and original form to support the position that no fare increase
was required.
Please note that we have withheld cost estimate information relating to the contract for rail in
the Wellington Region. Withholding the cost estimates is necessary to enable GWRC to carry
out, without prejudice or disadvantage, commercial activities. This information has been
withheld in accordance with section 7(2)(h) of the Local Government Official Information and
Meetings Act 1987 (the Act).
Spreadsheets containing fare box calculations
We have provided you with this information in two formats:
• Attachment 1: an electronic copy of the spreadsheet (with the necessary cells cleared)
in a format that gives the formulae
• Attachment 2: an electronic copy of the spreadsheet (with the necessary cells deleted)
in a format that gives the figures but does not give the formulae behind the figures
Please note that with these formats the following changes will happen in Attachment 1:
• Values in the 'Summary' at the bottom of the worksheet 'Ess Expenses' are affected.
This has occurred because the formulae in that part of the document rely on the
redacted values in the columns above. Please note that the formulae will still able to be
seen in the formula bar.
• Some tables have formulae that use values from other worksheets. Where there is a
link between worksheets, the totals and subtotals in the worksheets with formulae will
be incorrect as some may require data from the redacted cells. Please note that where
data has been deleted from cells, the value of the cell becomes zero.
FOLLOW UP RESPONSE TO OIA 2016-023
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do not
consider that the public interest outweighs GWRC’s reason for withholding parts of the
document under the grounds identified above.
If you have any concerns with the decision(s) referred to in this letter, you have the right to
request an investigation and review by the Ombudsman under section 27(3) of the Act.
