Thank you for your request under the Official Information Act 1982 (the Act) transferred from 
Minister Seymour’s Office to the Ministry of Health – Manatū Hauora (the Ministry) on 15 June 
2026. Each part of your request is responded to in turn.

May I ask how you called for public nomination and on what platform you have cal  for 
public nominations e.g. govt.jobs website. A copy of your ad as wel  and pay rate.  
The Ministry undertook an open recruitment process for these appointments. The role was 
advertised on: 
•  the Ministry of Health careers page; and 
•  jobs.govt.nz 
Please find a copy of the ad enclosed as Document 1. 
Members of the Pharmacy Council are remunerated at a rate of $910 per day (excluding tax). 
The Chair receives a monthly fee of $5,919 (excluding tax), which includes preparation time for 
full-day Council meetings. 
 
Also, how many applications you have received for each of the role from the public and 
how many you have received from other nominating agencies such as TPK or Ministry of 
women etc for your role. How many you have shortlisted and how many you have 
interviewed. 
The Ministry received a total of 24 applications, 10 health practitioner and 14 lay member 
applicants. The Ministry shortlisted six candidates for consideration. Of these, three were 
interviewed. Three candidates were appointed to the Board. 
 
Also, can I request to view the appointment letter if there is one sent to the Dianne Vicary, 
Vicky Chan and Lisa Burns. I am happy for you to remove any relevant personal 
information. 
Copies of the three appointment letters are enclosed and are itemised below in Appendix 1. 
Where information is withheld under section 9 of the Act, I have considered the public interest in 
the release of this information and do not deem that it outweighs the need to withhold it in this 
case.  
 
Besides meeting fees, do they receive any other benefits, such as expense 
reimbursement (If so, may I request to view your expense reimbursement policy in relation 
to your board member), a laptop, ID card, phone, or similar provisions?”   
     
The Pharmacy Council of New Zealand is funded through member fees, and they manage 
member expense remuneration themselves. While the Pharmacy Council is not subject to the 
Act, they were consulted on this part of your request. They supplied the following information 
regarding expenses for this response. Aside from normal meeting attendance fees, the 
Pharmacy Council may make reimbursement to its Council members for the following out of 
pocket expenses incurred for their attendance to Council business and meetings: 
 
For all Council Members this may include: 
•  Taxis 
•  Airport parking 
•  Mileage (per IRD prevailing rates) 
 
For the Council Chair only:  
•  IOD membership 
•  Koru Club membership 
•  Other work-related costs (including mobile phone plan) as agreed with the Chief 
Executive 
  
Council members do not have the use of Pharmacy Council devices, nor are they issued with 
any form of Pharmacy Council ID.  
  
All costs incurred by members on behalf of Council are to be undertaken based on modesty and 
an appropriate reflection of public sector norms. The Pharmacy Council of New Zealand is 
subject to an annual external audit process under the auspices of the Office of the Auditor 
General and al  reimbursements (classified as related party & sensitive expenditure) are subject 
to additional scrutiny by the auditor for assurance of probity.
