OIA: GEMS-48424 – Curriculum sequencing and implementation rationale
Thank you for your email of 28 May 2026 to the Ministry of Education (the Ministry)
and subsequent clarification email of 9 June 2026 requesting the following
information:
copies of any final or substantive advice, briefings, implementation papers,
risk assessments, research summaries, evaluations, or reports prepared or
relied upon since 1 January 2023 that discuss:
•
implementation, transition, pacing, or sector readiness risks associated
with revised sequencing or progression expectations;
•
impacts of revised sequencing or progression expectations on learners
performing below expected curriculum levels;
•
mitigation strategies, supports, or implementation approaches
considered or recommended in response to those risks.
This request is limited to substantive or final material relied upon for policy
development, implementation planning, or decision-making. It excludes routine
administrative correspondence, drafting material, and publicly available
consultation summaries.
Your request has been considered under the Official Information Act 1982 (the Act).
The Ministry needs to extend the timeframe for responding to your request, pursuant
to the following sections of the Act,
• 15A(1)(a), as the request is for a large quantity of information or necessitates
a search through a large quantity of information, and meeting the original time
limit would unreasonably interfere
with the operations of the Ministry.
• 15A(1)(b), as consultations necessary to make a decision on the request are
such that a proper response cannot reasonably be made within the original
time limit.
